Oscar Brum de Mello
His main field of practice is civil, corporate, commercial, insurance, environmental law, and comprehensive notarial consulting. Vice Minister of Housing, Land Use and the Environment (2002-2005). Legal advisor of the Presidency of Uruguay for the period 2000-2002. Author and co-author of decrees and bills on budget, control and reduction of State costs, housing, land use and the environment. Government advisor on the follow-up of the various state companies and entities, representing the Presidency of the Republic at conferences and before foreign governments (2000-2005). Consultant for the United Nations Development Program in the area of public policies.
Education and academic activities:
Doctor in Law and Social Sciences, Universidad de la República (1992) and Notary Public (1991). Professor of Obligations and Contracts at the School of Law, Universidad de la República (1991 – 1995).
